Advanced Aviation Section Roles and Responsibilities:
· The essential duties, but not limited to, for Technical Specialist 3* in the Advance Aviation Section associated to TDOT Aeronautics:
o Drone [Uncrewed Aerial Systems (UAS)] Training and Oversight Specialist
§ Oversee different aspects of the TDOT Drone Program to ensure users are following the requirements of TDOT’s Standard Operating Procedures (SOP);
§ Oversee TDOT’s drone application and other resources for internal and external users;
§ Oversee training of staff that will be operating or overseeing drone operations on behalf of the state;
§ Assist with the annual conference and training event called “TN Drone Symposium” for all state employees, local government staff, consultants and vendors;
§ Assist with the TDOT drone quarterly meetings;
§ Coordinate other training and informational events concerning new hardware and software;
§ Obtain an UAS FAA Part 107 license or equivalent and if required, fly on behalf of TDOT;
§ Review and compile data associated to drones;
§ Conduct site visits to oversee drone usage to help make changes to Policy and SOP to both ensure operations are conducted safely, but also efficiently;
§ Assist with Air Mobility tasks as requested that includes commercial Drone operations.
· The essential duties, but not limited to, for the Statewide Technical Specialist in the Advance Aviation Section associated to TDOT Aeronautics:
Air Mobility (including commercial UAS operations) Specialist
Oversee the development of the Advanced Air Mobility (AAM) Framework and continued update as a living document;
Assist with the Statewide Working Group overseeing the adoption and implementation of AAM statewide;
Assist the coordination with federal agencies and state agencies associated to test sites and use cases of AAM Statewide;
Participate in studies to advance the drone utilization by the state via package deliveries beyond visual line of site and execute test sites that can be scaled statewide;
Research federal funding opportunities and coordinate with industry to create private public partnership or pool funding opportunities;
§ Obtain an UAS FAA Part 107 license or equivalent and if required, fly on behalf of TDOT;
§ Review and compile data associated to drones and other air mobility needs;
Assist with Drone Training and Oversight tasks as requested.
· TDOT Team Lead would incorporate all the responsibilities of Technical Specialist 3* and Statewide Technical Specialist plus the following responsibilities:
o Administer the TDOT Drone Program to ensure users are following the requirements of the TDOT Drone Policy and TDOT’s Standard Operating Procedures (SOP);
o Administer the annual conference and training event called “TN Drone Symposium” for all state employees, local government staff, consultants and vendors;
o Administer the Air Mobility Program to ensure the creation and evolution of the Advanced Air Mobility (AAM) Framework is executed;
Oversee the State Air Mobility Working Group and Air Mobility Task Force concerning the adoption and implementation of AAM statewide;
o Co-Lead with TDOT Engineering Division the TDOT drone quarterly meetings;
o Obtain an UAS FAA Part 107 license or equivalent and if required, fly on behalf of TDOT;
o Learn to become proficient in different funding components that can be leveraged for Air Mobility;
o Learn key components of technical disciplines within a matrix organization to ensure project successfulness by engaging the proper individuals for project needs;
o Participate in the creation of new processes, software procurement and/or development, hardware recommendations for procurement and training of internal/external stakeholders/customers;
o Lead training for internal assigned staff;
o Assist with creating performance metrics and targets for staff annually;
o Assist with tracking performance of staff;
o Assist with coaching staff as needed.
